Cannot get passed update page

After following install instructions i type password and submit but only get this page showing from admin.cgi

"Periodically this window will automatically update your Search Engine, OS, and Languages data libraries."

also after installing i notice files have been created in root not cgi folder as indicated they would be in install notes.?

can anyone help
running on windows
